Delta Infrastructure

The Water Supply and Transfers Branch staff performs a variety of functions within its four sections:

  • Water Transfers
  • Environmental Water Account Water Supply
  • Bay-Delta Hearings and Program Development
  • SWP Water Rights

Staff of the Water Transfers Section negotiates and implements water transfers for the Dry Year Water Purchase Program, when needed. They act as a water broker between willing sellers and buyers of water during times of water shortages or other water supply needs, such as water for health and safety and preservation of permanent crops. In addition, they provide support as needed for other transfer programs.

Staff of the Environmental Water Account Water Supply Section participates in the cooperatively managed program, called the Environmental Water Account (EWA). The EWA is intended to provide protection to the fish of the Bay-Delta Estuary through environmentally beneficial changes and increased flexibility in the operations of the State Water Project (SWP) and Central Valley Project (CVP), while maintaining water supply reliability to the projects' water users. Staff works cooperatively with EWA management agencies (National Marine Fisheries Service, U.S. Fish and Wildlife Service, and Department of Fish and Game) and EWA project agencies (DWR and U.S. Bureau of Reclamation) to negotiate and implement water transfers under the EWA.

Staff of the Bay-Delta Hearings and Program Development Section and Water Rights Section participates in regulatory proceedings regarding water rights and water quality in the San Francisco Bay and Sacramento - San Joaquin Delta estuary, and in the development of the goals and objectives of the Bay-Delta Authority. Staff from the Water Rights Section also investigate SWP water rights issues and evaluates SWP activities related to compliance with terms and conditions contained in water rights decisions and orders, stipulated agreements and court decrees. They also negotiate and administer contracts for water transfers, exchanges, conveyance or banking opportunities related to SWP water rights. They review proposed projects and associated environmental documents for potential impacts the SWP water rights and prepare reports for adjudication proceedings related the SWP water rights and activities.
