  • EAS staff prepared the DWR Economic Analysis Guidebook (January 2008) to help management and staff better understand the concepts, methods and tools used by DWR economists. Although it is not a "how to" manual, this guidebook provides references for those looking for "step-by-step" procedures.

  • DWR Handbook for Assessing Value of State Flood Management
  • The Handbook for Assessing Value of State Flood Management Investments (HAV) has developed by the Central Valley Flood Management Planning Project (CVFMPP) in consultation with DWR economists, engineers, flood experts, and consultants. The HAV can be used to evaluate the benefits of proposed flood management investments. It builds upon the 2008 DWR Economic Analysis Guidebook, the 1977 draft Economics Practices Manual and the 2012 draft Description and Screening of Potential Tools and Methods to Quantify Public Benefits of Water Storage Projects.
